Disgusting videos and pictures from the attack are being shared around the web and Hamas has threatened to livestream the execution of hostages. We must ensure that social media companies are held accountable for their role in curbing terrorism on their platforms and better understand the threat this activity poses to our communities. Congress must pass the Stopping Terrorists Online Presence and Holding Accountable Tech Entities (STOP HATE) Act.

On October 7, 1400 Israelis were massacred and another 240?240 were taken hostage. In the aftermath, antisemitism, hate, disinformation, misinformation and propaganda on social media and messaging platforms is surging. Terrorists like Hamas are using social media to stoke violence, circulate propaganda, and fundraise — posing what the FBI has identified as a pressing threat to the United States. As a concerned constituent, I urge you to cosponsor the Stopping Terrorists Online Presence and Holding Accountable Tech Entities (STOP HATE) Act. ADL's preliminary data shows a 275 percent increase in incidents of harassment, vandalism, and assault compared to the same period last year. There were 619 antisemitic incident reports between October 7 and November 6, 2023, with 403 directly linked to the conflict in Israel and Gaza, as opposed to 166 reports during the same period in 2022. FBI Director Wray recently assessed that Hamas’ actions will serve as an inspiration for lone offender attacks, the likes of which have not been seen since the Islamic State launched its so-called caliphate. While social media companies have announced efforts to combat extremist content and falsehoods related to the conflict, their tools, policies, and moderation efforts remain inadequate. These platforms have a responsibility to enforce strong policies against online activity promoting terrorism, especially during times of war. The STOP HATE Act, introduced by Congressman Gottheimer and Congressman Bacon, is a bipartisan effort to ensure that social media companies are held accountable for their inaction in curbing terrorism on their platforms. It will help us better understand the threat this activity poses to the United States. I urge you to join this important initiative and become a co-sponsor of the STOP HATE Act. This legislation represents an important step towards holding tech companies accountable for their efforts to curb social media content from designated terrorists that violates their policies.
